I suggest you all to visit this small paradise in Rio de Janeiro state, in Arrail there are the best diving beaches
and one of the clearest waters and white sands
watch this video below the color of the sea in this region is breathtaking, Arraial is located between Cabo Frio and Buzias about 2 hours from Rio de Janeiro

Festivals, culture, beach scene, relaxation, history, bars, restaurants, climate and security. All just a stone's throw from everything in Salvador. It won't be everybody's ideal place - but where is? I could have chosen almost anywhere and in fact nearly bought an apartment in Joao Pessoa a while back. I was told that the beaches had to be closed recently due to the pollution - I never saw clean water once in over 8 months. My wife lost interest when she was mugged and I had a gun stuck in my face by someone who wanted my bicycle. (he didn't get it!) So far, Itaparica is proving a good choice.
I agree with Captain Ron about the Island of Itaparica. I bought my house there about eight years ago.  I've been lucky to have some great neighbors. 
We have a collection of Gringoes spread across the island.  Each one has an interesting story to tell.  Prices are still reasonable and new gringoes are arriving. I have neighbors from Germany, Switzerland, Spain, Italy, France, Norway Netherlands, and England. Ron is one of my buddies.
 
The island has about fifty thousand residents and jumps to about two hundred thousand in the high season.  My neighbor from Germany has lived on the island for 40 years with no regrets. Like Ron, I have a young child and she will live on the island for at least the next ten years.  Great places to swim and enjoy water sports.
 
Some people will find the island too peaceful. So a trip to Salvador, via the 45 minute boat ride to the Terminal Maritimo at Mercado Modelo is a fun way to clear the mind and get some big city madness.  Nice modern movie theater a short walk from the Elevador Lacerda. Some good restaurants as well.
 
A friend loves Bertioga, SP Litoral. Clean and beautiful.
 
Rio is my other choice but Real Estate Bubble keeps me away. Perhaps a home ithe hills near Foz de Macacu. A friend has a place there and loves it as does another Gringo I met at the airport.

Yes, we have lots of poor people. We have a small entrenched group of crack dealers. You need to follow the locals, put bars on windows to prevent the jumpers, keep a dog in the yard, consider pointed things along the wall of your gated compound. The poverty is not as bad as it used to be.
 
This is Brazil, dress down, no flash, if you must get a car, get a Fiat Uno Mille.
Yes keep your wits! Heads up! If you suspect something is wrong back off!
 
A couple years ago in Salvador my GF spotted some thugs inside the bank ATM area waiting for a crime victim, next bank down the street, no thugs, no problem.
 
WWW.marlucioimoveis.com for real estate prices. He or his sons can show you around. The real estate bubble is just getting started on Itaparica. Stay closer to the beach as when the bridge comes, the towers will follw and prices will shoot through the roof. Also you get a nice coastal breeze.
