As much as seeking opinions is a good idea, I would again recommend that you visit anywhere you're considering living.

There are gringos and Brazilians alike that both love and hate SP, it's simply down to personal taste. I'm sure the same is the case with anywhere in the world.

Yes, Sampa has various types of Police:

DEIC - Departamento de Investigações sobre o Crime Organizado
DENARC - Departamento de Investigações sobre Narcóticos
DHPP - Departamento de Homicídios e de Proteção à Pessoa
Órgãos de Execução de Polícia Territorial
DEINTER - Departamento de Polícia Judiciária de São Paulo Interior
DEMACRO - Departamento de Polícia Judiciária da Macro São Paulo
DECAP - Departamento de Polícia Judiciária da Capital

to mention a few Civil Police forces

BOPE is a division of the Policia Militar in Rio, to my knowledge the PM of Sampa does not have an equivalent.

As not to stray off topic, the OP asked who is happy in SP, and I am, therefore I was backing my claims with my opinions.

Not the PM, but Policia Civil:

The PM does not have one because of the VERY BAD IMAGE it has with the criminals in São Paulo due to the Carandiru massacre in 1992 which resulted in the Foundation of the PCC.  Confused Policia Civil have a slightly better image. Here in Rio we have 2, BOPE and CORE (policia civil).

You asked the right question.  What's your business?  Depending on the answer to this one will depend the answer to where to live.  SP has great nightlife and restaurants, is pretty much the only place for 90% of gringoes to work (Rio has some jobs, and tecchies can work from home anywhere, as can English teachers eeking out an existence).  It is a lot of fun, but can get oppressive, so best to go to the beach or mountains at weekends.  The pollution is bad, as is the traffic, though both of these problems can be mitigated depending on where in SP you live and work.  Your missus may well not want to stray too far from the nest.  Fortaleza is nearer Miami than SP! (I think)Ermm
 
As for the business ethics - they're all corrupt in Brazil!  LOL

Rio de janeiro does not have the only Copacabana.Other cities are Duque de caxias, Nova Iguacu,Rocinha,Cidade de Deus,Queimados and many more..cities.
 
in my opinion, Sao Paulo? glamorous and sophisticated districts such as Brooklin,Morumbi,Jardins,Avenue Paulista,Berrine,Ibirapuera Park..
