For the most part, though, it seems like the problem is rarely brought to the police. The family will either 'take care of' the doer or hire someone else to.

Although I don't agree with the idea of child brides, these child marriages don't mean there is pedofilia involved. Many muslim countries have ages of consent, just like ours. The fact that they are married does not impliate they are allowed to have sex, nor does it implicate the brides live with their husband until they reach the age of consent.

It was not long ago that the age of consent in the US was 10 (19th century).

It still remains a relatively taboo subject in Brazil, however it's just as bad as anywhere else but not so widely or openly reported.
 
When I first came to Brazil, I was introduced to my friend's brother, a doctor working for an agency in S.P. He was introduced as working with "abused children".  To me, that brought to mind kids who were beaten as discipline, left alone all week, not fed, etc....run-aways, discards, street kids.  He mentioned that the "problem" was often kept quiet within the family, so kids did not get services. If the abuser is the mother's boyfriend, he noted,  the mother may choose not to do anything so as to continue having financial support.
Only later in the conversation, I was amazed to learn that his definition of "abused children" = teenagers sexually abused by a parent, step parent or other family member or family friend ! 
So I think terminology may be part of the "falling off the radar".

Another problem you get here is with some of these bloody religious groups.
One of our guards, I know met his current wife through their church ,he was perhaps mid twenties and I know she wasn't 16 when they started "dating".
They are still active members of the church so that must be ok then.
I think in the poorer more rural communities this sort of thing is probably realtively common. Where would they draw the moral line?

Terry mentioned a Taboo here in Brazil, well many arabs decendants live in Brazil, mainly Syrians and Lebanese i believe, more than most people realize i think, so they may have brought some of their culture here, but that would be just a guess as to why it does happen here,bridge between the city and Brazil countryside, the main house and the hut.
 






One of my favourite singers from the old times was Sergio Ricardo who was Lebanese and as much a Brazilian as anyone you can imagine.
