Oh Brazil does, here in MG for example, they send the driver´s license by mail, each year they send the anual document for your car by mail !!!

Even the US does, US citizens in Brazil have to apply for passports by mail, wich are issued in the US and send by mail !!!

I might suggest for them to put requirements for things online in a clear fashion and to print the cards in less than 6 months too. No reason they couldn't print it on site and give it to you instead of a protocolo.

6 months (though more than 180 days) from the date of RNE issue i picked up my CIE card today
