its """"necessarily""""" she needs a finance visa because its secure. many people prefer to go with a tourist visa, but if you go to usa with a tourist visa and have other intentions (to stay in the country) you can get in trouble, I had the same doubts, and i chose marry in usa, the process takes (7 months) and its secure, but in your case is difrent, since you want to live here. so if you get married here, and stay 1 year you will have time enough to get all the papers done . then you can back to usa and then apply for AOS (Adjust of Status) 3 - 5 months.

Correct.  You do not need a fiancee visa.  Even if you want to get married AND settle in the US, you do not need a fiancee visa.  Marry her on a tourist visa and apply for a green card.
