Anyway, I said the average gringo, the one who's frustrated, the one who usually see as all the little inefficiencies throughout the day. This type of person only intakes a portion of what actually goes on, yet they have opinions that last a lifetime. You're suppose to be in Brazil for enjoying yourself, likewise, expecting change to happen instantaneously is insanity. You of 10 plus years should know that better than others.

I know you were probably just trying to slip it out there, but you need to relax and just stay in Bahia!

If the life for law avoiding people gets worse, I don't mind. Brazil is a great get away place for many criminals who have money (or don't)...   
It is also a great place for law obeying people but you need to be careful. If you get in the middle od armed robbery don't try to act like a hero... Even if you have military background and you'd like to help, stay away if you can. There's no real punishment to kill somebody in armed conflict, it is like an accident or smthng..
One of my wifes sisters husband is a PM sargeant: nobody wants to have a ride with that guys car as he is a moving target, rumors tell that you get R$5000 if you kill him. That's may be std amount to kill any police here?

Positive change is happening in Brazil. In Bahia smoking is now banned in the bars and most restaurants. This is a huge change for the good.  Wink
 
Next step is to require dog owners to pick up the pet's poop.  This is coming as residents of the towers are tired of having to navigate the "cocodromo" on the sidewalk in front of the buildings...Wink
 
Once tho poop trouble is resolved politicians can get to work on more important issues..LOL
