Most governments don't encourage the importation of goods. It tends to go against the whole keeping the locals employed thing.

The only problem for you is the Tax in brazil .. exemple you buy 5 usd +shipping + tax = + 50 % minimum ..
 
You must  to define a joint venture with a LTDA ( company  limited) with a definited cost from unitade of your product and point of distribution or sell ..
 
your idea is good but the investment is hight..
 
I not you !!!but before to close this business  with a partners  .. be careful

Most governments maybe but Brazil is pretty tough on this issue. The 100% importation tax on many items is a pretty profound statement on this. And its why many cars are so expensive here in Brazil, especially the higher end models.

OK, this accountant guy who helped me get my bank account told me this. You have to have a company in Paraguay and one in Brazil. Then you import into Paraguay and then Paraguay Co. sends goods to Brazil Co. The latter is the part that apparently enjoys a reduced import tax. That's all I know.
