Seu Jorge is good, but doesn´t fit into your original request. He can be hardly considered a "soothing chillout".
 
 
There are quite a few songs on the Cru album that have a cool tempo. So, I don't think Seu Jorge is a misplaced suggestion.

Wow... Red Hot & Rio... I remember when that cd came out in 1996.  Smile  It also had a television special too.  Very nice stuff. 
 
Depending on how curious anyone is... I've actaully reviewed albums on Amazon for upwards of 11 years now.  Loads and loads of Brazilian artists and Brazilian inspired albums/artists.  Brazilectro, Brazilution and many compilations along with individual artists.  Just look up some Brazilutions and you'll find my reviews or lists.  Anyway, here are a few 'laid back' and maybe off the beaten path suggestions:
 
Artists:
Rosalia De Souza: A wonderful singer that is based in Italy, on the Schema label.  She has worked with Nicola Conte and has a very sweet voice.  Just about any of her works is terrific.
 
Nicola Conte: He's done a series for Far out Records in London titled "Viagem", which has a lot of Brazilian jazz tracks and standards even that maybe got lost through the years.  Very quality stuff from a certifiable record collector and music enthusiast. 
 
Joyce: easily one of my favorite singers.  Her work with Far Out has been classy, albeit maybe a little more contemporary.  Likewise I'd recommend Marcos Valle as well. 
 
Eli Goulart: This one's a little known artist that's released I believe two albums.  Criminally underrated albums as well with a more traditional, if not folkish approach with nice band play.  45 and Bicho Do Mato are the albums - at least one is available for download. 
 
Suba:  A shot in the dark, but more electronic oriented.  He really got Cibelle, Tiaciana barros and a few others on their feet with "Sao Paulo Confessions", a then ground-breaking album from about 2000.  Very dark, some beats but overall rather laid-back.  Suba unfortunately passed away in 2000. 
 
Apollo 9: Pretty much picked up where Suba left off.  Cibelle featured on his only album to date, as did Ceu & a few others.  More experimental, heavily sampled, but overall a nice one. 
 
Compilations:
Compilations depend on if yo uwant more 'new' or cutting edge, or older traditional sounds.  So many directions to go with.  So... here are a few more general ones I at least listen to - besides the "Viagem" series above.  it may be best to just leave a link to the list of them...  ican give more detail on any of the albums in it (artists, etc.).

Joyce! I just heard Feminina within the last week. I have listened and yes, very much a haunting composition. So many great talents lost. I greatly appreciate your input.
