You do not need a judge to do a stable union....it is very easy...
We did ours in less than 1 hour.
We only provided a few documents, just the normal ones(CPF, ID, Proof >Of residence and then we hat two witness....
Our signatures were registred with the cartorio beforehand.
 
It was much easier than I thought it would be.

No, it was at a cartório. It is one of the documents used as supporting evidence when applying to a judge for proof of stable union. There is a much better chance of getting a permanent visa based on a stable union if you get the certificate from a judge. As another user mentioned, it is very simple to get the certificate from the cartório and, as a result, it doesn't carry much weight when applying for a permanent visa.

Just a heads up, my Permanent Residence was rejected because the document we got from the cartorio wasn't sufficient.  They have said that we need one issued by the court.  We got a lawyer and we have been waiting 7 months. 
Perhaps if you have better supporting evidence then we did you will be ok, but we have had a really tough time proving our relationship. (Mind you, we don't have joint accounts, morgages, or anything else.)  We did have joint rental agreements and some other things from the past 2 years but they said that it wasn't enough.  now all we can do is wait for the court issued Stable Union.

Hi,

My partner and I have a contrato de união estável. We started at the FedPolice BUT our process got diverted to the MTE. I am in Paraiba. It has been complicated but the FedPolice here have been very supportive.

Your certificate of clean police record needs to come from the UK. In my case it had to come from my city. It has to be less than 90 days old when it gets to the MTE (I had to do this twice because my process started at one place and again later at the MTE).

I think that the only place you can get a CPF is from the Receita Federal.

You´ll need a birth cert with full parents' names. Mine was used at the American consulate to obtain a document stating its validity and appropriate info. ALSO make sure that you get complete place of origin onto that document that the consulate provides as THAT is what will end up on your RNE (registro nacional de estrangeiro).

I ended up providing copies of my passport numerous times. One time is was EVERY page yet another it was only utilized pages. The FedPolice OR the info from MTE gave me precise info.

We were married" in a cartorio BUT we also another formalized document prepared by a judge at our local Ministerio Público (witnesses present and a collection of documentation to demonstrate my residency and our relationship).

I know a fellow that was married in a civil service and his process stayed with the FedPolice (no MTE) and a much shorter time. Mine process was just short of two years. MTE was not necessarily more difficult but just added time to the overall process.

My partner and I will be moving in July and will begin the process then. It is likely we will both be unemployed.

Out of curiosity, what would be considered adequate amount of savings?

Ours was done at the local cartoria and didn't take very long. I *think* my partner had his lawyer draft the document but when I read it it seemed pretty boilerplate. Message me privately if you need/want the text

Get a lawyer to present this to a federal judge in your city's "Forum." It can take a bit for it to happen because any legal process is slow here yet once we got the audience we went prepared with all of our paperwork (the lawyer generally figures out what kind of paperwork to gather to prove to the judge). You also may need witnesses. I took three but the were not interviewed. I think that the judge was oversatisfied with all of the material we presented - included evidence of property, bank account and a bunch of other stuff. The lawyer had done his homework - find a competent person. If you need more details post an email address and I can send along more BUT only after you look into the lawyer.
